One of the key factors to womens success in recent elections is
their exposure to training and accessibility to training materials that
have given them the added thrust in their campaigns. A Political Empowerment
Training Manual produced by UNIFEM Pacific in 1998 has been the only
Pacific island resource material available for women seeking to run
for political office. This second Manual for Pacific Woman Running for
Municipal Office is thus aimed at filling the gap for local level governance.

Pacific (WIPPac), this document aims to be a best-practices manual
for other Pacific countries as well, if not the wider world. It follows
the candidates from their initial decision to run for election through
to their new role as parliamentarians.

report on women in Fiji: situation, analysis and strategies (1995)
Fiji women have made some progress in gaining positions of power
and decision-making within their society. Notable has been the election
of three women parliamentarians. The difficulties women face in entering
politics at all levels is exacerbated by deeply entrenched cultural
and religious attitudes over the roles and status of women in the
society. However government policies promote a favorable environment
for the advancement of women. This includes the setting up of the
Department for Women. The department in conjunction with NGOs has
begun extensive education programs to increase political awareness
and meaningful political participation of women.
